Introduction

 

 

The Wisconsin charter school program was created in 1993 to provide research-based, innovative educational opportunities for students.  Since 1996, in accordance with Wisconsin State Statute 118.40, Milwaukee Public Schools (MPS) has offered charter school options within the district.  A charter school is a public school that, in accordance with enabling state statue, is exempt from most provisions of Wisconsin Statute, Chapters 115 through 121, except as otherwise explicitly provided. The charter school community has agreed in return for more autonomy from state and local control, to accept and be held to higher standards of accountability.

 

All Milwaukee Public Schools charter schools have contracts with the Milwaukee Board of School Directors.  The Wisconsin State Statute118.40, and MPS Administrative Policy and Procedures 9.12, Charter Schools, describe two types of charter schools, the instrumentality and the non-instrumentality.  If the school is an instrumentality of the school district, the school board employs all personnel in the charter school.  If the school is not an instrumentality of the school district, the school board may not employ any personnel for the charter school. 

 

Eligibility for admission to a charter school is based on seat availability and requirements established in the charter schoolÕs proposal approved by the Milwaukee Board of School Directors, and shall not be in conflict with MPS policies and guidelines. Some charter schools use their own enrollment procedures and set their own transportation limits.  If a charter school does not have seats available for all the students who apply during the application period(s), a random selection process (lottery) for enrollment shall be used.

     Advanced Language and Academic Studies High School (ALAS, in Spanish ÒwingsÓ) is a four-year instrumentality charter, bilingual (English/Spanish) high school.  ALAS is a small school (250 students) providing a rigorous, balanced curriculum designed to promote high levels of academic bilingualism/ biliteracy.  Respect for social class, culture, and language is a cornerstone of the program, as are high academic expectations for all students.  ALAS teachers share a profound belief that their students are talented, interesting, worthy and intelligent.  ALAS parents continue to be a driving force for school implementation and improvement.  The overall goal is to graduate individuals who are prepared to enter university programs and are capable of getting on a career track to family-supporting employment.

     The Alliance School of Milwaukee is a year round school serving the needs of 175 students, grades 9-12.  The schoolÕs primary purpose is to be a safe place where students are treated fairly at all times regardless of sexuality, identity, appearance, ability or beliefs.  Academic excellence and the pursuit of higher education are expectations for all students at the school, and the atmosphere is one of creative energy, personal accomplishment, and community involvement.  Many of the learning activities take place outside of the classroom, and students are active in the planning of courses and activities.  A flexible block schedule allows students to choose classes designed to meet graduation requirements, while at the same time taking into account studentsÕ interests and personal goals.

     Audubon Technology and Communication Center believes that all students can be successful.  Our goal is to promote communication, the most basic human strategy we use to raise, educate, and empower our children.  With the use of 6-Trait writing and technology as a tool, we seek to improve students' ability to express themselves articulately, creatively, critically, and professionally.  Our intention is to increase students' knowledge, skills, and active use of technology in their everyday lives.

     We offer flexible programming that allows for implementation of smaller academic teams, block scheduling and looping, in which, academic teachers stay with the same students during their entire educational experience at Audubon.  Close supportive relationships between staff and students are fostered through team teaching and academic coaching.

     Audubon is currently open to any student in grades 6-8.  Beginning in the fall of 2006, our program will be expanded to include 9th graders; call the school for more details on how to enroll your student in AudubonÕs 9th grade.  The school sets enrollment procedures and has bussing limits.

Foster & Williams High School of the Visual Arts and Communication is a small high school where deaf and hearing students learn together using both English and American Sign Language.  In this unique, bilingual/bicultural environment both deaf and hearing culture are valued amidst varied ethnicities.  Students practice respect for other cultures, communication, and citizenship skills that are vital for success in a diverse society and global economy.  The visual communication skills of American Sign Language, combined with hands on learning and visual arts present an atmosphere geared to visual learners.

Our Project Based Learning model of education engages students in their own learning, teaching them to be initiative takers and organized thinkers, confident and prepared for college and leadership roes in the community.  Daily participation in an advisory group develops team interaction skills. 

All regular education students are accepted for grades 9 through 12.  Special education students are accepted based upon the requirements of each studentÕs Individual Education Plan and approval from the appropriate special education supervisor.

     Honey Creek Elementary is a Continuous Progress School for self-directed children who function best with a balance between teachers and student initiated activities.  Evaluation is based on individual progress and not limited by grade level expectations.  The educational program enhances both critical thinking and problem solving skills for all children.

     The comprehensive literacy Direct Instruction approach is used to help children learn to read successfully and reach our goal to have every child reading one year above grade level.  Children are taught in small instructional groups.  Specialist in physical education, music computer technology & Library/Media are an important part of each studentÕs education.  Spanish for conversation will be offered as part of the curriculum.   Special education for K-3 is available.  Summer Enrichment Camp as well as instruction in math and reading will be offered in the summer.

James Madison Academic Campus (J-MAC) opened at the start of the 2007-08 school year as a large, comprehensive, instrumentality charter high school implementing the First Things First (FTF) reform framework, developed by the Institute of Research and Reform in Education (IRRE).

The FTF framework will include four themed Small Learning Communities (SLCs):  Law, Criminal Justice & Government, Health Sciences, Performing Arts, and New Technology & Entrepreneurship.  Upon enrollment, students will choose a themed community based on their own interests and stay with this same SLC for all four years.  The 4x4 block schedule allows students in ninth grade to take a required two classes in math and two classes in English (double-closing), in addition to the other core subjects.  Courses in the core areas of English, Math, Science and Social Studies are required for all four years.  J-MAC requires 24 credits for graduation.

The Milwaukee Academy of Chinese Language (MACL) hopes to give students a global understanding of the connection between the United States and China.  MACL understands the importance of preparing our students for work in a global economy.  In order to help students learn more about the world around them and prepare them to interact in the global workplace, MACL offers instruction in Mandarin Chinese for 30-45 minutes daily, to students in all day K4 through 6th grade.  Students will develop skills and attitudes for lifelong learning by utilizing effective methods for improving and sustaining achievement.  MACL encourages an alliance between home, school and the community to nurture high standards and expectations for our students.  MACL will provide busing for students who live outside the attendance area.

     MLLI aims to graduate high school students who are successful in post-secondary education, meaningful work, and effective community participation.  A three-tiered learning community of college educators, in-service teachers, and pre-service teachers will help students progress from dependent to independent to interdependent learners.  As students move towards being interdependent learners, they will develop strong communication, problem-solving, and analytical skills.  Students at MLLI will take increased ownership of their learning, which will result in correlating improvements in grade point averages, graduation rates, and the numbers of students enrolled in post-secondary opportunities.

     Opening in September 2005, MLLI will begin with a freshman class of 90 students, and will add a class every year, reaching an eventual enrollment of approximately 320 students in grades 9-12.  MLLI will be a Milwaukee Public Schools Instrumentality Charter School, and will be open to any students eligible to attend MPS schools.  Students will utilize Milwaukee County Transit System buses for transportation.

     Milwaukee School of Entrepreneurship offers an intensive and rigorous School To Career curriculum.  Our school accepts students who are serious about gaining the attitudes, knowledge, and skills to become the next generation of business leaders.  Our location in a former office building on the northwest side of Milwaukee provides a businesslike atmosphere.  Entrepreneurial themes are part of the regular high school course offerings.  Modern computer facilities enhance all subject areas.  Students attend classes in the morning and learn at business work sites in the afternoon.  During their senior year, they are allowed to create their own business enterprise.  Business leaders, entrepreneurs, community representatives, and parents are all resources for adding to our program and the studentsÕ knowledge.  Over half of MSEÕs students enroll in college after graduation.

     Students must have at least 10 credits to be considered for admission.  All students receive MCTS bus passes.

     In 1996, Highland Community School became MilwaukeeÕs first charter school.  Highland is a neighborhood-based, parent-run, early-childhood Montessori program.  The mission of Highland Community School is to provide quality Montessori education and a nurturing environment for economically and culturally diverse groups of children and their families on MilwaukeeÕs west side; to empower parents to become responsible for and involved in their childrenÕs education; and to be a force for change in education, the community and society.

     Highland Community School currently provides children, ages 18 months to nine years with a Montessori education that prepares them to excel wherever they go.  The educational program is based on a childÕs inborn desire to learn, and is specifically designed to complement the natural interests and strengths unique to each stage of their development.

     Because the school is parent run, it creates a nurturing environment for children and adults, and empowers parents to become responsible for and involved in their children's education.  Parent involvement drives the school, with Highland parents delivering over 3,000 hours of service to the school each year and a parent board directing every aspect of HighlandÕs operations.  And because Highland is a community-based school, it provides support and stability for the entire family and the surrounding community.

     Our program is open to children between the ages of 18 months and 9 years of age.  Because we are a community school, parents and children living in the neighborhood are encouraged to apply.  We do accept children from throughout the city, however, transportation is not provided.

     Parents are required to go through an interview with the Highland admissions committee before they are notified of acceptance.  Parents are responsible for completing 36 hours of parent involvement annually.  Children ages 5 years through 9 years must have previous Montessori experience in order to attend Highland Community School.

     NDCS services children and families in K4 and K5 grade levels.  NDCS targets at risk Milwaukee central city children and their families. NDCS specifically addresses school-readiness and the achievement gap of four-and five-year-olds by providing a holistic environment, family-focused advocacy and a challenging, developmentally appropriate culturally/linguistically responsive curriculum. The K4 children are dually enrolled in MPS and Head Start, providing families with a full day program and access to a wide range of additional support above and beyond a quality early childhood education.   In addition to our teaching staff, the program has a team of Family Advocates who are social service support workers and function to address the individual and collective needs of children and their families (as well as support the teaching staff) through building and modeling collaborative relationships across program lines. Before and after school hours are available for working families and limit the number of daily transitions for young children and their parents

     NDCS is currently open to grades K4 and K5.  We utilize a ranking system, which is inclusive of age by September 1, disability, income, and residence within our target area for all K4 students.  This is reflective of the dual enrollment in Head Start and the Charter School.  The K4/K5 students are enrolled in NDCS based on school selection criteria for neighborhood-based schools, parental choice, and the number of slots available.  If more students apply than we can accommodate, they will be placed on a waiting list and called as open seats become available.  Limited transportation is provided on an as need basis within the target area and is inclusive of children with special needs.

WCA is a college-prep school for students that place heavy emphasis on science, math, language arts and technology.  All of the WCA teachers are certified in their subject area.  In the area of technology, students will be exposed to Microsoft Office applications, web page design, programming languages as well as creative use of the computer to enhance external functions.  WCA prepares students to excel at testing and competitions and the local, state, national and even international levels.  The middle school and high school classes stress proficiency in all assignments and tests.  By being exposed to competitions, such as Math counts contest, Future City Competition, state and nationwide science fairs and Olympiads as well as Intel International Science and Engineering Fair, WCA students have a better chance of going to the best colleges.  Wisconsin Career Academy organizes the largest science and engineering fair, Milwaukee Science and Engineering Fair (MRSEF), in Wisconsin as well as regional art fair, Milwaukee Regional Art Fair (MRAF).  WCA offers more math and English classes to middle school students to build a strong foundation.
