Introduction
The Wisconsin charter school program was created in 1993 to provide research-based, innovative educational opportunities for students. Since 1996, in accordance with Wisconsin State Statute 118.40, Milwaukee Public Schools (MPS) has offered charter school options within the district. A charter school is a public school that, in accordance with enabling state statue, is exempt from most provisions of Wisconsin Statute, Chapters 115 through 121, except as otherwise explicitly provided. The charter school community has agreed in return for more autonomy from state and local control, to accept and be held to higher standards of accountability.
All Milwaukee Public Schools charter schools have contracts with the Milwaukee Board of School Directors. The Wisconsin State Statute118.40, and MPS Administrative Policy and Procedures 9.12, Charter Schools, describe two types of charter schools, the instrumentality and the non-instrumentality. If the school is an instrumentality of the school district, the school board employs all personnel in the charter school. If the school is not an instrumentality of the school district, the school board may not employ any personnel for the charter school.
Eligibility for admission to a charter school is based on seat availability and requirements established in the charter schoolÕs proposal approved by the Milwaukee Board of School Directors, and shall not be in conflict with MPS policies and guidelines. Some charter schools use their own enrollment procedures and set their own transportation limits. If a charter school does not have seats available for all the students who apply during the application period(s), a random selection process (lottery) for enrollment shall be used.

Advanced Language and Academic Studies
High School (ALAS, in Spanish ÒwingsÓ) is a four-year instrumentality
charter, bilingual (English/Spanish) high school. ALAS is a small school (250 students) providing a
rigorous, balanced curriculum designed to promote high levels of academic
bilingualism/ biliteracy.
Respect for social class, culture, and language is a cornerstone of
the program, as are high academic expectations for all students. ALAS teachers share a profound belief
that their students are talented, interesting, worthy and intelligent. ALAS parents continue to be a driving

Audubon Technology and Communication
Center believes that all students can be successful. Our goal is to promote communication,
the most basic human strategy we use to raise, educate, and empower our
children. With the use of
6-Trait writing and technology as a tool, we seek to improve students'
ability to express themselves articulately, creatively, critically, and
professionally. Our intention is
to increase students' knowledge, skills, and active use of technology in
their everyday lives. We offer flexible programming that
allows for implementation of smaller academic teams, block scheduling and

Visual Arts and Communication is a small high school where deaf and hearing
students learn together using both English and American Sign Language. In this unique, bilingual/bicultural

James Madison Academic Campus (J-MAC) opened
at the start of the 2007-08 school year as a large, comprehensive,
instrumentality charter high school implementing the First Things First (FTF)
reform framework, developed by the Institute of Research and Reform in
Education (IRRE). The FTF framework will include four themed
Small Learning Communities (SLCs):
Law, Criminal Justice & Government, Health Sciences, Performing
Arts, and New Technology & Entrepreneurship. Upon enrollment, students will choose a themed community
based on their own interests and stay with this same SLC for all four years. The 4x4 block schedule allows
students in ninth grade to take a required two classes in math and two
classes in English (double-closing), in addition to the other core subjects. Courses in the core areas of English,
Math, Science and Social Studies are required for all four years. J-MAC requires 24 credits for
graduation. |

The Milwaukee Academy of Chinese Language
(MACL) hopes to give students a global understanding of the connection
between the United States and China.
MACL understands the importance of preparing our students for work in

for 30-45 minutes daily, to students in all day K4 through 6th

MLLI aims to graduate high school
students who are successful in post-secondary education, meaningful work, and
effective community participation.
A three-tiered learning community of college educators, in-service teachers,
and pre-service teachers will help students progress from dependent to
independent to interdependent learners.
As students move towards being interdependent learners, they will
develop strong communication, problem-solving, and analytical skills. Students at MLLI will take increased
ownership of their learning, which will result in correlating improvements in
grade point averages, graduation rates, and the numbers of students enrolled
in post-secondary opportunities. |
Opening in September 2005, MLLI will
begin with a freshman class of 90 students, and will add a class every year,
reaching an eventual enrollment of approximately 320 students in grades
9-12. MLLI will be a Milwaukee
Public Schools Instrumentality Charter School, and will be open to any
students eligible to attend MPS schools. Students will utilize Milwaukee County Transit System

offers an intensive and rigorous School To Career curriculum. Our school accepts students who are
serious about gaining the attitudes, knowledge, and skills to become the next
generation of business leaders.
Our location in a former office building on the northwest side of Milwaukee
provides a businesslike atmosphere.
Entrepreneurial themes are part of the regular high school course
offerings. Modern computer
facilities enhance all subject areas.
Students attend classes in the morning and learn at business work
sites in the afternoon. During
their senior year, they are allowed to create their own business
enterprise. Business leaders,
entrepreneurs, community representatives, and parents are all resources for
adding to our program and the studentsÕ knowledge. Over half of MSEÕs students enroll in college after graduation. |

became MilwaukeeÕs first charter school. Highland is a neighborhood-based, parent-run,
early-childhood Montessori program.
The mission of Highland Community School is to provide quality

side; to empower parents to become responsible for and involved in their

community and society. Highland Community School currently
provides children, ages 18 months to nine years with a Montessori education
that prepares them to excel wherever they go. The educational program is based on a childÕs inborn
desire to learn, and is specifically designed to complement the natural
interests and strengths unique to each stage of their development. Because the school is parent run, it
creates a nurturing environment for children and adults, and empowers parents
to become responsible for and involved in their children's education. Parent involvement drives the school,
with Highland parents delivering over 3,000 hours of service to the school

targets at risk Milwaukee central city children and their families. NDCS
specifically addresses school-readiness and the achievement gap of four-and

responsive curriculum. The K4 children are dually enrolled in MPS and Head Start,
providing families with a full day program and access to a wide range of

workers and function to address the individual and collective needs of
