MPS Rules and Policies Manual

Administrative Policies of the Milwaukee Public Schools

Introduction

ADMINISTRATIVE POLICIES address specific issues and general guidelines to be considered in the achievement of Board governance policies. The creation or revision of administrative policies is a mutual effort by the Board and the Administration. In the development of administrative policies, the Superintendent and the Director of Board Governance are provided the opportunity to initiate and make recommendations on policy to the Board. Although only the Board may adopt new administrative policies or revise existing policies, the Administration is authorized to develop procedures to implement administrative policies without Board approval, unless the Board has specifically directed that a particular procedure or regulation be given prior Board approval.

The administrative policies are organized under nine major sections, each identified by a numeric code. Each policy is further cataloged by a decimal code to give each policy its own unique identification. The major policy sections are listed below (click on link to go to that section):

1.00
Foundations
4.00
Support Services
7.00
Instruction
2.00
General School Administration
5.00
Facilities Development
8.00
Students
3.00
Fiscal Management
6.00
Personnel
9.00
School Community Relations

Companion procedures established to carry out specific administrative policies appear in a separate section in this document. Each procedure has been assigned the same title and decimal code as its companion policy. For example:

	Section 3.00 Fiscal Management
Policy 3.08 Student Activities Fund Management
Procedure 3.08 Student Activities Fund Management

It should be noted that not all policies have companion procedures. Additional procedures will be developed by the Administration as needed.

Whenever possible, additional information concerning legal references and cross-references to other related policies is also provided as an aid in using this document. In addition, information regarding the previous coding of each policy appearing in earlier editions of the policy manual is provided as a further research guide.
