This web site is designed to facilitate consultation under both the Elementary and Secondary Education Act (ESEA), known in its latest reauthorization as No Child Left Behind (NCLB) and the Individuals with Disabilities Education Improvement Act (IDEIA) and to provide information about the ESEA and IDEIA programs in general and about Milwaukee Public School (MPS) programs in particular.


Annual "Affirmation of Consultation" Period for Milwaukee Non-public Schools is November 9 to December 18, 2009 for ESEA Title Program Participation for the 2010-2011 School Year

Certified "Affirmation of Consultation" letters were mailed to Milwaukee non-public schools on November 6, 2009. Milwaukee non-public schools need to submit all three of the items listed below by December 18, 2009 to be eligible to participate in ESEA Title programs through MPS in the 2010-2011 school year. Since an official student enrollment count must take place on December 4, 2009, documents should not be submitted before that date.

1. Affirmation of Consultation - This document provides or updates school contact information for local and state school databases and allows non-public schools to request Title program participation for the coming school year. Applications for Title program participation must be submitted each year. This document must be signed by a private school representative, and,

2. Enrollment Summary - This information provides enrollment information that allows MPS to calculate ESEA funds to be reserved for non-public schools and generate individual school allocations. It also assists in compiling Milwaukee student census data. This document must be signed by a private school representative. Enrollment counts must be done for students enrolled on December 4, 2009 The information can not be submitted before then.

3. Student Information - Names, addresses, phone numbers, birth dates, grades, parent/guardian names, and checks to tell which students live outside the City of Milwaukee or were aged 18 or over on the count date for all students counted in the school Enrollment Summary must be provided to document numbers submitted. The Excel form attached may be used to facilitate submission, but schools may use any universally recognized spreadsheet format that provides the required information.

Item 3 is to be sent in any universally recognizable data format as an email attachment to: requests@lists.milwaukee.k12.wi.us. When item 3 is emailed, senders will get an e-mail confirmation regarding the receipt of all Affirmation of Consultation documents. Other Affirmation of Consultation documents are provided below.

Milwaukee Non-public Schools Use of Elementary and Secondary Education Act (ESEA) Title IIA, III and IV  Funds

Latest Procedures (Updated 9/1/09)

Non-public School Title Program Allocation Information was mailed to participating non-public schools on July 31, 2009.

Due Dates

January 29, 2010 is the deadline for Title program requests involving the purchase of materials by the district. Schools are strongly encouraged to submit requests for Title program expenditures early in the school year

May 21, 2010
is the deadline for Title program requests involving direct payments with Title program funds for non-public schools. (Direct payments are generally made for items such as conference participation, tuition reimbursement, or stipends. Required supporting documentation for these expenditures must be submitted with requests or as soon as possible afterward. No expenditures may be made with Title funds after June 25, and none will be processed without a completed and approved request form and required accompanying documentation.)

Approved Title Program requests for which needed documentation (receipts or other proof of payment, for example) is not submitted in time to allow MPS to process them before June 25, 2010 will not be paid with current year Title funds. This means that all documentation needed for requests to be processed with funds allocated for 2009-2010 must be received by June 4, 2010. Schools may not resubmit requests for such reimbursements in the following year, schools can not pay for 08-09 obligations with funds received for the 09-10  fiscal year. Schools are also encouraged not to wait until deadlines to submit documentation. It is the responsibility of the requesting school to see that required requests and documentation are submitted completely and on time.

The "carry-over" of Title program funds will not be allowed at the end of the school year.

Requests for Title Program Expenditures under Titles IIA and III

Electronic purchase or payment requests can be submitted by participating non-public schools. The request form and more directions for submission are available at left. Information that may be helpful in submission and tracking of Title program requests is found in the numbered list at left.

All requests must be typed.

Requests are to be submitted as email attachments to requests@lists.milwaukee.k12.wi.us. Instant email notification of receipt is provided and is followed by information about the status of the requests. Email submissions are also processed by school in the order that they are submitted. Accompanying documentation may be submitted as e-mail attachments, via U.S. mail or hand delivered.

MPS is asking that schools do not use FAX machines to send requests or documentation because of ongoing problems with unreadable or incomplete FAX transmissions.

Non-public school Title Program Request Forms are designed to work with the MPS online purchasing and accounting systems. A separate request is required for each person or entity to be paid, though one request can list as many items as desired for each vendor.

Requests will be routed to the Title Program supervisor designated to work on non-public school Title program coordination. If purchases are approved under Title program guidelines and if they are accompanied by any necessary supporting documentation, they will be forwarded to MPS purchasing or finance departments.

If there are questions, attempts will be made to contact the non-public school for clarification. Requests made at or near deadlines will not allow for such clarifications and may result in inability to honor requests. Questions about appropriateness of disputed requests under the Title programs will be forwarded to Wisconsin Department of Public Instruction or U. S. Department of Education monitors for resolution.

Non-public schools making Title Program requests assume responsibility for any costs related to goods or services received related either to a denied Title Program request or to requests that exceed school allocation amounts.

Completion of Request Process

Requests that are e-mailed will generate an e-mail reply to confirm receipt.

Upon receipt of goods and services ordered by MPS: non-public school personnel will inform MPS that goods have been delivered or services provided so that payments may be released. Contact MPS via phone (475-8892) or e-mail (requests@lists.milwaukee.k12.wi.us) to confirm receipt or to inform the district if purchases or payments have not arrived within 30 days of email notice of the approval of the request.

Items purchased with Title Funds must be labeled "Property of MPS Title Programs"

The Milwaukee Title Ia private school service provider selection period for 2010-2011 services will be held during February in 2010. Only new Title Ia schools or schools that want to change Title Ia service providers need to submit ta selection form. Click this link for the document: MilNPServProvSelForm09.doc. Information for Milwaukee Title IA Participating Non-public Schools

Milwaukee Non-public Title IA services are provided by MPS through one of three service providers identified by the district in consultation with participating schools. Arrangements for service delivery at each school are developed based upon consultation between individual schools and MPS (through the designated service provider). Schools may contact Stephanie Jones, Title Program Supervisor for non-public schools, at 475-8122 if they have any questions about this process. Services must meet the requirements of the Elementary and Secondary Education Act (ESEA) for non-public, "targeted assistance" schools, be consistent with MPS contractual obligations, and reflect individual school allocation limits. Services may begin when:

  • schools have submitted signed Title Program Verification of Consultation and City of Milwaukee resident enrollment information
  • students are identified and listed on completed Title IA Eligibility Reports
  • parent consent for services is obtained
  • service models are developed for each school
  • schedules are in place, and
  • service provider staff is identified and trained.

Participating Non-public Schools may begin planning for the following school year during the spring semester.

  • It will facilitate the start of services next year if current teachers suggest eligible students who might start or continue in Title Ia programs for the following year.
  • Adjustments to service models for next year may also be planned now.

Reading Best Practices
Department of Public Instruction Reading First Information

About Reading Best Practices: The Reading Best Practices Model Site Grant is an opportunity for schools not formerly involved in Reading First to learn about the best practices in reading instruction in grades five-year-old Kindergarten through Third Grade.  The grant is funded by the State of Wisconsin Department of Public Instruction with funds remaining from the Reading First Grant.  This new grant allows three former Reading First Schools, the Academy of Accelerated Learning, Gwen T. Jackson Early Childhood and Elementary School (21st St. School), and Milwaukee Sign Language School to serve as model sites in order to share what they have learned with 24 other schools in Milwaukee.  Of the 24 participating schools, three spots are being reserved for nonpublic schools in Milwaukee.

Title IB Reading First funding was discontinued beginning in the 2009/2010 school year. Reading Best Practices was introduced at the beginning of the 2009/10 School year.

Reading Best Practices Grant

What is the Reading Best Practices Grant?

·         A grant funded through the State of Wisconsin Department of Public Instruction

·         An opportunity for schools to learn Reading Best Practices three from former Reading First Schools

·         A chance to learn the best practices in reading instruction in the areas of word walls, literacy centers, classroom libraries, and more

What is provided in the grant?

·         Five full day in-services for 5 certified teachers (a teacher from each of the following grades: Five-year-old Kindergarten, First Grade, Second Grade, Third Grade, and a reading teacher, special education teacher, or principal)

o        In-services will be held 1/19, 1/28, 2/11, 2/19, and one to be scheduled with the school

·         Reimbursement commensurate with substitute teacher costs generated by 4 teachers at the 5 full day in-services, costs not to exceed $186 per substitute per day

·         Support from a Model Site Coordinator

·         Materials packages for all classrooms at the following levels:   K5, 1st, 2nd , and 3rd Grade

·         Professional resources for your school

·         Additional in-service and make and take trainings after school hours

·         Opportunity for earning 3 graduate credits from Cardinal Stritch University (cost of credits not included)

Participating in Title III for Milwaukee Non-public Schools

Title III of ESEA/NCLB provides funds for supplementary educational materials and professional development to support English Language Learners (ELL) at schools with high ELL concentrations. To participate per Wisconsin Department of Public Instruction guidelines, schools must have:

  1. Ten or more ELL students in the same language group in grades K5 to 3, or
  2. Twenty or more ELL students in the same language group in grades 4 to 8, or
  3. Twenty or more ELL students in the same language group in grades 9 to 12 to qualify for funds for eligible students.
  4. Identified such ELL students using state identified testing windows and assessments.

Non-public schools are required to verify English Language Learner status of students in order to participate in Title III. Verification procedures have been determined by the Wisconsin Department of Public Instruction. Beginning in 2007, any private school student who is to be included in the state's ELL count must have met criterion outlined in information provided below.

Because the state testing window predates the annual private school survey period, any school interested in Title III participation in for a coming school year will have to complete qualifying activities before responding to the district regarding Title participation for next year.

  • 4:00 PM 9-26-08 - Testing Deadlines for 09-10 Title III participation :
    • All W-APT tests with accompanying Home Language Survey are to be turned in to Debra Spotz in room 142 of MPS Central Services - 5225 W. Vliet St. No student in grade K5 to 12 may be included in ACCESS testing to qualify as an English Language Learner unless they have taken the W-APT or participated in ACCESS testing in a previous year and are accompanied by a Home Language Survey
    • Each school currenty participant will receive a CD containing the ACCESS information from the 2008-09 testing cycle. The updated Data File is to be emailed to spotzda@milwaukee.k12.wi.us with “Data File Update” in the message or subject line. Updates will include: September 2009 grade and will delete all students no longer at the school.

In the winter and spring of 2006, MPS non-public school consultations led to a new model for equitable participation in ESEA Title IV for Milwaukee public and non-public schools. Instead of providing individual school allocations, Title IV offers research based programs for schools selected in a competitive application process. The school selection process takes place during the spring semester for participation in the following year. Private schools that express an interest in Title IV participation in the Annual Private School Affirmation of Consultation period are eligible to apply for Title IV grant participation. Each school's application is rubric scored by Title IV and selected schools will be supported in implementing the program in question in their school..
